The propulsion plant of a vessel and management of the engineering department is the responsibility of the Engineering Officers. Engineering officers' licenses are issued by grade. The Second Assistant Engineer license has specific limitations for deck and engineering officers, which include tonnage and horsepower, time at sea, minimum time held in other specific engineering positions and specific first aid requirements.
